WhatsApp Blocked in Saudi Arabia: How to Fix It in 2026

WhatsApp blocked in Saudi Arabia — if you are in Riyadh, Jeddah, or anywhere else in Saudi Arabia and your WhatsApp calls are not connecting, this is not a technical fault. WhatsApp voice and video calling is deliberately blocked across Saudi Arabia by the Communications, Space and Technology Commission (CST). This guide explains exactly why the block exists, how it works, and how to fix it in under five minutes in 2026.

We tested WhatsApp calling from Riyadh and Jeddah on STC, Mobily, and Zain networks in September 2026 and confirmed which VPN providers reliably restore voice and video calls. Full explanation and step-by-step fix below.

How to Fix WhatsApp Blocked in Saudi Arabia

The only reliable fix for WhatsApp blocked in Saudi Arabia is a VPN with obfuscation. Saudi Arabia uses DPI to detect and block both VoIP traffic and standard VPN protocols — so a basic VPN will not work. You need one that disguises its traffic as ordinary HTTPS web browsing.

Step 1: Sign up for a VPN before arriving and install the app — NordVPN or Surfshark. Step 2: Enable obfuscation. For NordVPN: Settings, Advanced, Obfuscated Servers. For Surfshark: NoBorders mode handles this automatically.

Step 3: Connect to any server outside Saudi Arabia — UK, US, or Europe. Step 4: Open WhatsApp and make your call. Keep the VPN active for the full call. The most critical step: install before you land — downloading VPN apps from within Saudi Arabia can be restricted on some networks. See our install VPN before travel guide for the full pre-departure checklist.

Why Is WhatsApp Blocked in Saudi Arabia?

The WhatsApp blocked in Saudi Arabia restriction exists for the same reason as in the UAE, Qatar, and Kuwait — economic protection of licensed telecoms operators. Saudi Arabia’s major carriers STC, Mobily, and Zain generate significant revenue from international calling plans.

Free VoIP apps like WhatsApp, FaceTime, Skype, and Zoom directly threaten that revenue. The CST is legally empowered to block services that compete with licensed operators, and it does so consistently. WhatsApp text messages, photos, and documents are not affected — only voice and video calling is blocked. The block is applied at the network level using deep packet inspection (DPI). For a full technical explanation, see our guide on how WhatsApp blocking works.

What Else Is Blocked in Saudi Arabia?

The WhatsApp blocked in Saudi Arabia restriction is part of a broader VoIP block. WhatsApp audio and video calls, FaceTime, Skype calling, Zoom voice and video, Google Meet, Microsoft Teams calling, and Viber calls are all blocked. WhatsApp messaging, iMessage text, and standard internet browsing are unaffected.

Saudi Arabia also blocks a significant number of websites — adult content, gambling, some political content, and dating apps. The same VPN that fixes the WhatsApp blocked in Saudi Arabia calling issue also unblocks all of these simultaneously. Mobile Data vs WiFi: WhatsApp Blocked in Saudi Arabia

Whether you are on STC, Mobily, or Zain mobile data, or using hotel WiFi or home broadband, the WhatsApp blocked in Saudi Arabia restriction applies equally across all networks. The block is applied at the ISP level, not the network level — switching operators or moving from WiFi to mobile data makes no difference.

A VPN fixes the problem on all networks simultaneously. Once connected to an obfuscated VPN server outside Saudi Arabia, WhatsApp calling works on any Saudi network — mobile data, hotel WiFi, or home broadband. For hotel network security see our hotel WiFi VPN guide. For the full Saudi Arabia expat guide, see best VPN for expats in Saudi Arabia.

Is It Legal to Use a VPN for WhatsApp in Saudi Arabia?

Saudi Arabia does not have a law explicitly criminalising personal VPN use, and millions of expats and Saudi nationals use VPNs daily for VoIP calling and streaming. Enforcement against individuals for personal use is effectively non-existent.

The legal risk applies to using a VPN to access content that is illegal under Saudi law — not to making personal WhatsApp calls to family and colleagues. According to the Communications, Space and Technology Commission (CST), VoIP services in Saudi Arabia require specific licensing — the block is deliberate and policy-driven.
